Every department already has an assessment strategy.
The question is whether that strategy is intentional or accidental.
When instructors independently decide what to assess, how to assess it, what grading criteria to use, and what happens to the results afterward, those individual decisions collectively shape how a department measures student learning.
Without a shared approach, assessment can look very different from one course or section to another. Students may encounter different grading expectations, important skills can be assessed repeatedly while others are missed, and valuable assessment data often remains isolated within individual courses.
An intentional assessment strategy connects those individual decisions to a much bigger question:
Are our assessments actually showing us whether students are achieving the outcomes our program was designed to teach?
Assessment Isn’t Just an Instructor Responsibility
Instructors need the flexibility to design assessments that make sense for their courses. But assessment also has a role at the program level.
Consider a student progressing through a four-year degree. Ideally, their assessments should become progressively more sophisticated as their knowledge and skills develop.
A first-year student might be asked to identify and explain a concept. Later, they may need to apply and analyze it. By fourth year, they might be expected to evaluate evidence, defend a position, or independently solve complex problems.
That progression doesn’t happen automatically.
The National Institute for Learning Outcomes Assessment (NILOA) recommends clearly defining the knowledge, skills, competencies, attitudes, and habits of mind students are expected to gain at the program or institutional level.
Once those outcomes are established, departments can ask where and how they’re actually being assessed.
Are students developing more advanced skills as they move through the program? Are multiple courses assessing the same outcomes while another is barely addressed? Do different sections of the same course measure comparable skills?
Without a shared strategy, departments may not know.
What Does an Assessment Strategy Actually Look Like?
An assessment strategy isn’t simply an exam schedule or a rule requiring every instructor to use the same assessments.
It’s a shared framework connecting learning outcomes, assessment methods, grading practices, and evidence of student learning.
A department might ask:
- What should students know and be able to do by graduation?
- Where are those outcomes assessed throughout the program?
- Are assessments becoming appropriately more challenging?
- Are grading expectations consistent where they need to be?
- What assessment data should we collect?
- What will we actually do with that information?
That last question matters.
Cornell University’s Center for Teaching Innovation recommends using assessment results not only to determine whether learning has occurred, but also to identify what might need to change in a course to better support student learning. It also stresses that assessment methods should directly align with learning outcomes.
In other words, assessment shouldn’t end when grades are submitted.
Why Departments Need a Shared Strategy
More Consistent Assessment and Grading
Consistency doesn’t mean every instructor needs to teach the same way.
It means students should encounter clear expectations and reasonably consistent standards, particularly in multi-section courses or assessments graded by large grading teams.
Shared rubrics, marking criteria, grading guidelines, and grader calibration can establish a common understanding of what successful work looks like.
Alignment is also a central component of the Quality Matters Higher Education Rubric, which looks at whether learning objectives, assessments, instructional materials, learning activities, and course technology work together to help students achieve the intended outcomes.
A student shouldn’t have a fundamentally different assessment experience simply because their work was assigned to a different instructor or TA.
Better Information About Student Learning
A final course grade tells instructors something about student performance, but it doesn’t tell the whole story.
Imagine the average grade in a course is 78%.
That number alone doesn’t reveal whether students struggled with one particular concept, consistently performed poorly on a specific learning outcome, or excelled in one skill while falling behind in another.
A shared strategy allows departments to look beyond final grades and ask:
Where are students consistently struggling?
Which outcomes are they mastering?
Are the same patterns appearing across courses or sections?
This is where assessment data becomes especially useful. NILOA’s framework for student learning assessment specifically identifies the use of assessment evidence as a way to inform course revision, program review, faculty development, planning, decision-making, and continuous improvement.
Instead of simply generating grades, assessments start generating information that departments can act on.
Easier Accreditation and Quality Assurance
For many departments, demonstrating student learning is also an accreditation requirement.
For example, ABET’s 2026–2027 accreditation criteria require engineering programs to have documented processes for assessing student outcomes and to systematically use those results as part of continuous improvement.
Departments with an established assessment strategy are already building much of that evidence into their normal processes.
Rather than trying to reconstruct assessment information when accreditation or program review approaches, they can demonstrate an ongoing cycle:
Define outcomes → assess learning → review evidence → make improvements → assess again.
The purpose isn’t just making accreditation easier. It’s ensuring that the evidence being collected for accreditation is also useful for improving the program.
Less Duplicated Work
A department-wide strategy can also reduce unnecessary work.
Without coordination, instructors often independently create similar rubrics, grading guidelines, feedback comments, question banks, assessment structures, and processes.
Many institutions specifically recommend considering whether an assessment approach is sustainable and reasonable in terms of the time and resources required from both students and instructors.
That might mean developing shared rubrics, creating common grading expectations, building reusable assessment resources, or establishing processes that can be used across multiple sections.
The goal is not standardization for its own sake. It’s deciding where consistency actually makes teaching and assessment better.
What Happens Without a Strategy?
The absence of a formal assessment strategy doesn’t mean there isn’t one.
It means the strategy develops by default.
One instructor uses detailed rubrics while another doesn’t. One section provides extensive feedback while another primarily provides grades. One course collects useful question-level data, but that information never leaves the course.
Over time, curriculum gaps can go unnoticed, assessment work gets duplicated, grading experiences become inconsistent, and departments lose opportunities to learn from the information their assessments are already generating.
There can also be implications for fairness.
NILOA’s work on equity in assessment recommends using multiple sources of evidence, increasing transparency around assessment results, meaningfully examining collected data, and making evidence-based changes when inequities emerge.
A shared strategy gives departments an opportunity to have those conversations collectively rather than leaving every instructor to solve the same problems independently.
Start Small
Creating an assessment strategy doesn’t require redesigning an entire program at once.
Departments can begin with five questions:
- What should students know and be able to do when they graduate?
- Where are those outcomes currently assessed?
- Where do we need greater consistency in grading or assessment?
- What information would actually help us improve teaching and learning?
- How often will we review that information and make changes?
Even mapping existing assessments against program learning outcomes can reveal gaps, unnecessary duplication, or areas where expectations aren’t progressing as intended.
From there, departments can introduce shared rubrics where appropriate, establish grading expectations, decide which data is worth collecting, and create regular opportunities to review results.
Where Technology Fits
Technology can make an assessment strategy easier to implement, particularly across large courses, multiple sections, and grading teams.
It can help departments standardize grading practices, share rubrics and feedback, coordinate graders, collect assessment evidence, and analyze performance at the question or outcome level.
But technology should support the strategy, not define it.
That’s becoming increasingly important as AI changes what educators need assessments to measure.
In 2025, UNESCO examined the future of assessment in the age of AI, arguing that generative AI is challenging traditional assessment methods and increasing the importance of evaluating skills such as critical thinking, creative problem-solving, and ethical reasoning.
As the capabilities available to students change, departments need to think collectively about what meaningful evidence of learning looks like. Technology can help deliver that assessment at scale. It can’t decide what matters.
From Assessment by Default to Assessment by Design
Every department already has an assessment strategy.
It’s reflected in the exams students write, the projects they complete, the rubrics instructors use, the feedback TAs provide, and what happens to assessment information after grades are submitted.
The difference is whether those pieces are connected.
An intentional strategy doesn’t require every instructor to teach the same way or every course to use the same assessment. It creates enough alignment to ensure that individual courses contribute to larger program goals.
And assessment data can finally do what it’s supposed to do: help educators decide what to improve next.
