For years, the future of assessment seemed obvious: everything would eventually move online.
But in 2026, that prediction looks increasingly incomplete.
Paper-based assessment remains an important part of higher education, particularly in disciplines where instructors need to see how students arrive at an answer, not simply whether they selected the correct one. At the same time, generative AI has created new questions about how institutions can confidently assess what students actually know.
The result isn’t necessarily a return to only traditional paper exams. Instead, we’re seeing the emergence of something different: paper-based assessment supported by digital technology.
Paper isn’t disappearing. It’s becoming smarter.
Why Paper-based Assessment Still Matters in 2026
Generative AI has changed the assessment landscape remarkably quickly.
The Higher Education Policy Institute’s 2026 Student Generative AI Survey found that 95% of students surveyed use AI in at least one way, while 94% use generative AI to help with assessed work. The percentage directly including AI-generated text in assessed work also increased from 3% in 2024 to 8% in 2025 and 12% in 2026.
This doesn’t mean institutions should simply eliminate digital assessment. AI can be a valuable learning tool, and students will increasingly need to understand how to use it responsibly.
But it does mean instructors need assessment methods that can reliably demonstrate individual learning when AI use isn’t appropriate.
That’s particularly important in disciplines such as mathematics, chemistry, engineering, economics and music, where students may need to write equations, draw diagrams, annotate figures, show calculations or demonstrate a multi-step reasoning process.
A supervised paper assessment provides something increasingly valuable: an opportunity to see a student’s own thinking.
In fact, UNESCO argues that the rise of AI requires educators to reconsider what is worth measuring, placing greater emphasis on higher-order thinking, creativity and reasoning rather than tasks that AI can easily reproduce.
The Problem Isn’t Paper. It’s the Workflow Around It.
The educational value of paper doesn’t eliminate its operational challenges.
For a course with hundreds, or thousands of students, a traditional paper exam can involve printing and organizing booklets, distributing the correct exams, keeping track of submissions, matching exams to students, dividing grading among TAs, manually recording grades and eventually returning results.
Then there is the data problem.
With a purely traditional paper workflow, identifying patterns across hundreds of handwritten responses can be difficult. An instructor may know the class average, but determining which questions caused the most difficulty or where students consistently demonstrated misconceptions can require significant manual analysis.
That’s where the future of paper starts looking considerably more digital.
Technology Is Changing What a Paper Exam Can Do
A student can still sit down with a pencil and paper. What happens before and after that moment, however, can be transformed by technology.
Unique identifiers such as QR codes can connect physical exam booklets with digital workflows, making it easier to organize and track assessments at scale.
Once completed assessments are digitized, instructors and teaching assistants can grade them online rather than passing stacks of paper between graders. Grading by question allows teams to divide work efficiently, while shared rubrics and reusable comments can improve consistency across large grading teams.
AI can also support the instructor without making the academic decision for them.
For example, AI-assisted technology like Crowdmark can identify or group similar student responses, allowing an instructor to review comparable answers together and apply feedback more efficiently. The instructor remains responsible for evaluating the work; AI simply helps organize it.
That distinction will become increasingly important. UNESCO’s guidance for generative AI in education emphasizes a human-centred approach in which technology supports rather than undermines human agency.
Digitization also turns paper exams into usable assessment data. Instead of grades existing only as numbers in an LMS, instructors can examine question-level performance and identify areas where students struggled.
And through LMS integrations, those workflows can connect back into the systems institutions already use.
What Will the Next Five Years Look Like?
The biggest change may be that the distinction between “paper-based assessment” and “digital assessment” becomes much less meaningful.
Instead, institutions will build hybrid assessment ecosystems and choose the format that best demonstrates a particular learning outcome.
An essay might be completed digitally with appropriate AI use. A mathematics midterm might remain handwritten and supervised. Both could ultimately flow into the same digital environment for grading, feedback and analysis.
We’re already seeing assessment practices respond to AI. In its 2026 research on the impact of AI on learning assessment, EDUCAUSE surveyed 438 higher education faculty and staff involved in assessment and found educators are changing assessment practices while also emphasizing the need to decide when AI should and should not be used.
Similarly, Tertiary Education Quality and Standards Agency has called for assessment reform that both assures learning and prepares students to use AI responsibly.
That balance is likely to define the next era of assessment.
We can expect AI to help organize grading and surface patterns in student work. Assessment data will become more accessible. Administrative workflows will become increasingly automated. And institutions will have more options for creating secure, scalable assessment environments.
But instructors will remain at the centre of the process.
The Future Isn’t Paper vs. Digital
Paper and technology don’t need to compete.
Paper-based assessment provides a flexible, familiar environment for students to demonstrate handwritten reasoning and gives institutions another way to conduct supervised assessments in an AI-enabled world.
Technology solves many of the problems that historically made paper difficult to manage at scale.
Combine the two, and paper stops being an outdated assessment format. It becomes the front end of a modern digital workflow, one that can offer the security and flexibility of handwritten assessment alongside faster grading, richer feedback and better assessment data.
The future of assessment isn’t choosing between paper and digital. It’s using the strengths of both to build better evidence of student learning.
